Created a mysql user called quiztee, (with phpmyadmin) then 
REVOKE ALL PRIVILEGES ON `quiztee` . * FROM ""@"localhost";
REVOKE GRANT OPTION ON `quiztee` . * FROM ""@"localhost";
GRANT SELECT ON `quiztee` . *
TO ""@"localhost";
